UN report says foreign recruitment and external support fuel Sudan war

Foreign recruitment and external support networks are intensifying the conflict in Sudan, according to a new report released Thursday by independent United Nations human‑rights investigators. The investigators said that the influx of foreign fighters and the provision of weapons, training and financial resources from abroad are sustaining the fighting between the Sudanese Armed Forces (SAF) and the paramilitary Rapid Support Forces (RSF), which has persisted since the power struggle erupted in April 2023.

The report calls for urgent accountability measures, urging the international community to investigate and sanction entities that facilitate the recruitment and supply chains that empower both sides. It also stresses the need for stronger monitoring of cross‑border movements and financial flows to curb the external drivers of the war, as civilian casualties and displacement continue to rise amid the ongoing clashes.
