Ukraine says video of drone chasing street vendor constitutes war crime

Kyiv’s Ministry of Defense announced on Friday that a video circulating online, which depicts a civilian being pursued and harassed by a remotely‑controlled drone, constitutes a war crime under international law. The footage, recorded in the eastern Ukrainian city of Kharkiv on March 12, shows a woman running through a residential street while a small quadcopter hovers low, emitting a loud buzzing sound and repeatedly flashing its lights. Ukrainian officials said the drone’s behavior was intended to intimidate and terrorise the civilian population, violating provisions of the Geneva Conventions that protect non‑combatants from attacks and intimidation.

The Ukrainian government has lodged a formal complaint with the International Criminal Court and urged the United Nations to launch an independent investigation into the incident. In a statement, Defense Minister Oleksii Reznikov said the video “clearly demonstrates a deliberate act of psychological warfare targeting civilians, which is prohibited under the laws of armed conflict.” Russian authorities have not yet responded to the allegation, and the video’s origin remains unverified, though analysts have identified the drone model as a commercially available UAV commonly used for reconnaissance. The incident follows a series of reported drone strikes in the region, prompting heightened security measures and calls for stricter enforcement of international humanitarian norms.

If the investigation confirms the drone was operated as a weapon of terror, the perpetrators could face prosecution for war crimes, potentially leading to sanctions or legal action against individuals and entities involved.
