Turkey parliament approves framework law for PKK peace process

Turkey’s parliament adopted a framework law to guide the ongoing peace process with the Kurdistan Workers’ Party (PKK), outlining the conditions under which the armed group may be demobilised and the state may offer amnesty. The bill requires the PKK to formally surrender its weapons, cease hostilities, and submit to a reconciliation commission that will oversee the transition of former combatants into civilian life. In return, the state would grant a limited amnesty, provide reintegration programmes, and allow the PKK to participate in political dialogue under strict oversight. The law also establishes a monitoring mechanism to ensure compliance and sets penalties for violations.

The legislation has sparked controversy on several fronts. Critics argue that it grants the PKK a legal foothold without first proving its commitment to disarmament, potentially legitimising a group that Turkey and several other countries designate as a terrorist organisation. Human rights advocates raise concerns about the amnesty clause, fearing it could allow former militants to escape accountability for past abuses. Meanwhile, opposition parties question the lack of a clear timeline and the absence of provisions for victims’ reparations, arguing that the bill could undermine the rule of law and national security.

If enacted, the framework law could formalise a pathway toward a negotiated settlement, providing a structured process for demobilisation and reintegration that could reduce violence in the southeast. However, its success will hinge on the PKK’s willingness to comply, the state’s capacity to enforce the terms, and the political will to address the grievances of affected communities.
