Trump Administration Plans Overhaul of Head Start Program

The Trump administration announced Thursday that it will issue a Notice of Proposed Rulemaking (NPRM) to revamp the federal Head Start program, which provides early education and support services to children from low‑income families. Titled “Reducing Federal Burden for Head Start Programs,” the proposal from the Department of Health and Human Services (HHS) seeks to give local providers greater latitude in designing services, streamline reporting requirements, and ease other regulatory constraints that the administration says have limited program flexibility and increased operational costs.

If adopted, the rule would allow Head Start centers to tailor curricula, staffing models and health‑screening procedures to the specific needs of the communities they serve, while simplifying compliance documentation and reducing the frequency of mandatory audits. The NPRM opens a 60‑day public comment period, after which HHS will review feedback before finalizing the changes. Officials contend the revisions will improve efficiency and expand access, though advocates caution that reduced oversight could affect program quality. The administration plans to move forward with the final rule later this year, aiming to implement the adjustments for the next funding cycle.
