Texas Governor Greg Abbott has issued an executive order temporarily halting the approval of new data center projects across the state pending the completion of a comprehensive infrastructure audit. The directive targets proposed facilities that would require substantial electrical capacity, aiming to ensure that Texas’s power grid and regulatory frameworks can sustain rapid technological expansion without compromising system reliability.

The pause applies to all new data center development applications submitted to state agencies, while projects already under construction or currently operating remain exempt. State officials confirmed that the audit will evaluate grid capacity, water consumption, and environmental compliance standards to determine whether existing infrastructure can accommodate the projected surge in demand from artificial intelligence and cloud computing operations. Industry stakeholders have acknowledged that although the temporary hold may extend construction timelines, the review is intended to prevent future utility strain and inform long-term energy planning.

Upon completion of the audit, state regulators will review pending applications and implement updated approval guidelines.
