Spanish PM says no evidence Morocco involved in Ceuta migrant surge

The report, compiled by Spanish law‑enforcement agencies, concluded that the entry into Ceuta was planned and executed in phases to saturate border controls, but it did not identify any Moroccan actors or directives behind the scheme. Sanchez emphasized that, while the incident exposed vulnerabilities in the enclave’s perimeter, the investigation to date has not substantiated claims of Moroccan responsibility, leaving the focus on internal security measures and the broader challenges of irregular migration in the region.
