Russia approves law to freeze assets and block consular services for citizens abroad

The Russian State Duma has passed a new set of measures that will allow the government to freeze bank accounts, seize property, and restrict consular services—including passport renewal—for Russian citizens abroad who are avoiding criminal charges at home. The legislation expands the state’s ability to target individuals who have fled the country, effectively preventing them from accessing basic diplomatic assistance.

Legal experts have warned that the law amounts to a “de facto loss of citizenship,” as it removes the right to renew passports and obtain consular protection. The most vulnerable groups are political activists and journalists, many of whom have already faced persecution in Russia. The new restrictions could further isolate them from international support and limit their ability to travel or secure legal representation.
