Pochettino Calls for Chelsea to Lose 2016-17 Title, Awarded to Tottenham

Chelsea were fined £10 million by the Football Association in July for multiple violations of financial regulations during the Roman Abramovich era, and a suspended two‑window transfer ban was imposed. The Premier League added a further £10.75 million fine in March.
