Miami-Dade County Resilience Plans Evaluated in University Study
A University of Miami study has introduced a novel framework to assess the coordination—or lack thereof—among climate resilience strategies across multiple governance levels, revealing critical gaps in addressing compounding climate risks. Researchers examined 37 resilience plans spanning regional, county, municipal, and neighborhood scales, focusing on their approaches to hazards such as flooding, sea level rise, hurricanes, extreme heat, and infrastructure vulnerabilities. The analysis aimed to identify synergies or conflicts between these plans, which often operate in silos despite overlapping objectives and geographies.
The study found that while some plans effectively complemented one another, others exhibited redundant goals, inconsistent priorities, or contradictory strategies, undermining their collective efficacy. For instance, while many plans addressed flooding and sea level rise, fewer integrated transportation or land-use considerations, which are essential for holistic risk mitigation. The researchers emphasized that fragmented planning across jurisdictions and sectors could exacerbate vulnerabilities, particularly in densely populated coastal areas facing escalating climate threats. The findings underscore the need for standardized metrics and cross-jurisdictional collaboration to align resilience efforts with the interconnected nature of climate impacts.
By highlighting these coordination challenges, the study advocates for a more integrated approach to climate planning, urging policymakers to adopt frameworks that harmonize local, regional, and state-level initiatives. The researchers propose that such strategies could enhance adaptive capacity, optimize resource allocation, and reduce unintended consequences from misaligned policies. As climate risks grow increasingly complex, the study’s insights aim to inform future resilience planning by prioritizing systemic coordination over isolated, compartmentalized actions.
