Draghi's Rhine Group aims to propose solutions for Europe, executive director says

Draghi’s newly formed Rhine Group has set out to tackle a range of European challenges, from economic instability to climate policy. In a recent Euronews interview, Executive Director Luis Garicano explained that the initiative, named after the Rhine River—a long‑standing symbol of European cooperation—seeks to bring together senior policymakers, business leaders, and academics to craft actionable reforms for the continent.

According to Garicano, the group’s core mission is to provide a platform for evidence‑based policy proposals that can be adopted by EU institutions and member states. Its membership includes former heads of state, ex‑CEOs of major European firms, and leading scholars in economics and public policy. The timing, he noted, is critical: the EU is grappling with post‑pandemic recovery, the fallout of the Russia‑Ukraine conflict, and mounting pressure to accelerate green and digital transitions. By convening a diverse coalition of experts, the Rhine Group aims to offer coordinated solutions that address both immediate crises and long‑term structural weaknesses.

While the group is still in its early stages, Garicano emphasized that its influence will depend on the willingness of EU leaders to adopt its recommendations.
