China tightens exit rules, bans travel up to three years

Beijing announced on July 28 that a set of new border regulations will take effect on September 15, tightening the procedures governing Chinese citizens’ international travel. The rules introduce more rigorous identity verification at departure points and expand the legal basis for authorities to deny exit permits.

Under the revised framework, officials may impose exit bans of up to three years for a range of infractions, including alleged threats to national security, violations of court orders or failure to meet financial obligations. Analysts describe the measures as a further extension of state control over personal mobility, marking a notable tightening of outbound travel restrictions for Chinese nationals.
