Cameroon expands birth registration as millions of children remain undocumented

Efforts to broaden birth registration in Cameroon have accelerated in recent months as the government, supported by international partners, rolls out new outreach programs and digital tools aimed at simplifying the process for families in remote areas. The Ministry of Public Health and the National Civil Status Office have launched mobile registration units that travel to hard‑to‑reach villages, while a partnership with UNICEF introduces a biometric system designed to reduce paperwork and improve data accuracy. Officials say that since the initiative began, the number of newborns recorded in the civil registry has risen by roughly 15 percent compared with the previous year.

Despite these advances, an estimated 5 million children in Cameroon remain without official birth certificates, according to a 2023 UNICEF report. The lack of documentation hampers access to essential services such as education, healthcare, and social protection, and it also limits the state’s ability to plan and allocate resources effectively. Barriers identified include limited awareness of registration benefits, cultural practices that delay reporting, and logistical challenges such as insufficient registration centers and high fees in some regions. To address these issues, the government has pledged to waive registration costs for low‑income families and to conduct nationwide awareness campaigns through radio and community leaders.

The expanded registration drive marks a significant step toward closing the documentation gap, yet the scale of the remaining unregistered population underscores the need for sustained investment and coordination. Continued monitoring of enrollment figures and targeted interventions in underserved districts will be crucial for achieving universal birth registration in Cameroon and ensuring that all children can fully exercise their legal rights.
